ST Engineering plans to establish a Transparency Centre in Singapore for autonomous platforms, due to open in the first quarter of 2027.

The facility will offer independent assurance services to assess and validate autonomous vehicles, drones, mobile robots and other cyber-physical systems before they are deployed in operational settings.

The move comes as AI-based systems shift from trial environments into business-critical use, drawing greater scrutiny over their safety, security and resilience. The new centre is intended to give organisations a way to examine those issues before systems enter real-world service.

Independent assessment

The centre will provide assessments aligned with the NIST Cybersecurity Framework, aimed at identifying vulnerabilities, security weaknesses and software supply chain risks in autonomous systems.

A key part of the service will be binary analysis technology that inspects software binaries and firmware without access to proprietary source code. This allows third-party or closed systems to be examined even when customers or assessors cannot access the source code.

Beyond assessment, the centre is expected to support rectification work and cybersecurity upgrades. This could include stronger hardware roots of trust for systems handling sensitive data, as well as improved encryption for stored data and communications.

ST Engineering is positioning the operation around systems that combine software, hardware and networked functions, particularly where robots and autonomous machines interact with physical environments. These include smart city applications and other mission-critical uses where failure or compromise could disrupt operations.

In a statement, Goh Eng Choon, President, Cyber, ST Engineering, outlined the company's rationale for the project. "As AI becomes embedded in critical systems, trust can no longer be assumed. It must be engineered, tested and assured. Our Transparency Centre will provide independent assurance and rigorous cybersecurity validation to help customers verify that their autonomous platforms and cyber-physical systems are secure, resilient and ready for their intended operational use," said Goh.

Broader context

The planned centre draws on ST Engineering's existing cyber business, which protects critical information infrastructure and business data across information technology, operational technology and cloud environments. By linking that work with its robotics and autonomous systems activities, the group is seeking to build a service focused on verification and hardening, rather than only system development.

This reflects a wider shift in the market for autonomous technologies. As organisations move beyond pilots and limited trials, buyers are under pressure to show that automated systems can operate safely and withstand cyber threats, especially in transport, urban infrastructure and industrial settings.

For customers, independent validation can be important when systems rely on software and firmware from multiple vendors. Supply chain exposure, limited visibility into code and the operational consequences of failure have all pushed assurance higher on procurement and deployment agendas.

ST Engineering did not provide pricing or capacity details for the centre, but said the service would support customers throughout the lifecycle of their systems. That includes assessment before deployment, as well as later strengthening work where risks are identified.

The company is one of Singapore's largest listed industrial and technology groups, with businesses spanning aerospace, smart city, defence and public security. It reported revenue of more than S$12 billion in 2025 and serves customers in more than 100 countries.

The launch plan also underlines Singapore's role as a base for cybersecurity and advanced technology work in Southeast Asia. By locating the centre there, ST Engineering is adding a service for regional and international organisations that need independent scrutiny of autonomous systems before operational rollout.
